Dear Sirs,
We offer you to take part in the development of Dalne-Bulanashskoye coal deposit. The volume of investment amounts to 1500 million roubles including 660 million roubles for the first stage development. According to our estimates recoupment of capital investment will require from 4 to 7 years depending on the market conditions.
In case of investors' interest in the development of the deposit, it will be included in "The list of sites of Sverdlovsk region subsurface resources to be granted for use in 2012." The right to use the subsurface resources for coal mining (the license) will be granted for 20 years after considering the results of the auction (or competition) with the possibility of service life extension without any auction.
Produced coal will be the property of the user of the subsurface resources. Sales are possible in Sverdlovsk region. The market for the power-generating coal is 8 million tons per year, the market price of coal is 2000-3000 roubles/ton. It is mainly coal of Ekibazstuzsky and Novokuznetsky coal basins. The main competitive advantage of the coal from Dalne-Bulanashskoye deposit is reduced transport costs.
The construction period of the opencast is one year, the commercial production of 400 thousand tons is due to be reached in 2 years. Production cost is 900 roubles/ton (at 2010 values).
There are no restrictions for the participation of foreign capital.
Various investment options are possible: the establishment of a limited liability company, whose entire authorized capital belongs to a foreign investor, if there is a need to attract a Russian co-investor, part of the authorized capital may be introduced by a Russian legal or natural person. Credit financing of a Russian company which will develop the deposit independently is also possible.
Brief description of the deposit.
Dalne- Bulanashskoye deposit being part of Bulanash-Elkinsky coal-bearing area is located 6 km from the village of Bulanash. The field area is 3.3 square km, its length and width being 3.4 km 0.7 — 1.5 km respectively.
Geological survey of the deposit was completed in 1995. Detailed exploration allowed to count and approve the geological coal reserves on conditions for underground mining as having 40 million tons. The ratio of B-category reserves to the reserves of general categories В + CI totals 39.5%.
Carried out 'Technical and economic feasibility study of expediency of the development and draft conditions of Dalne-Bulanashskoye deposit in the process of opencast mining' provides for the production of 4 million tons of coal. The project has undergone environmental and sectoral expert examination and is recommended for production.
In accordance with the project it is planned to build four coal strip mines with their consecutive putting into operation. The coal strip mines are planned to be developed by means of internal inclines. Dumps will be placed in the mined-out space of the strip mines. The estimated production capacity of the project is 400 thousand tons of coal per year and work repayment period is 15 years. Provisions are made for the possibility of further development of the deposit.
So far the following preparatory works have been carried out to develop the deposit: the construction of a motorway and a railway bed, the installation of power transmission line supports, land reclamation, and initial stripping operations.
The main pay thickness of the deposit is Bulanashskaya series of strata whose 19 seams are of industrial interest. The average seam thickness accounts for 1.5 m — 4.2 m, the local one is up to 7.5 m. The seam depth is from 17 to 600 meters. Overburden whose thickness is up to 23 m is made up of gravel and sand materials, clays, silica clays, and scattered peat deposits.
The deposit contains hard, long-flame, gas coal. Up to the depth of 20-30 meters from the surface coal seams are affected by weathering, but according to their quality factors they do not differ much from the unweathered ones.
Coal is spontaneously igniting. Initial temperature is 142-178 degrees. Average ash content of coal seams varies from 12 - 17%. Operating humidity ranges from 2.94 to 4.61% with an average of 3.7%. Density with an average ash content is 1.38 g/cm3. Coal is low-sulfur, its sulfur content in dry equivalent ranges from 0.4 to 8.8% with an average of 1.3%. Devolatilization accounts for 27.02 — 59.1% with an average of 40.5%.
Calorific value of ash-free matter is 6,475 — 8,824 kcal / kg with an average of 7,765 kcal / kg. Calorific value of dry material is 3,957 -7,544 kcal / kg with an average of 6,708 kcal / kg..
Coal is suitable for coal preparation and gasification.
In general, according to its technological properties coal of the deposit is power- generating fuel of high quality and can be used under any schemes of preparation and burning.
